As of January 1, 2001, American Electric Power’s (AEP) customers in Ohio can choose an alternate electric supplier. Previously, all parts of electric service—generation, transmission and distribution—were provided by AEP and billed in one bundled bill. With electric choice, the generation portion is open to competition. AEP will still deliver the electricity, and customers will still call AEP if the power goes out, or if there is a problem. Customers who do not choose an alternate electric supplier will remain with AEP until they choose to switch. To help customers choose, AEP provides a “price to compare,” which includes generation and transmission, and is the price a competitor must beat for the customer to save money. Rates for electric service during the market development period (January 1, 2001 through December 31, 2005 at the latest) are frozen for customers who do not switch suppliers. The Public Utilities Commission of Ohio (PUCO) will continue to regulate distribution service, and establish and enforce service standards.

Water is obtained from the City of Lima. Supply derives from upground storage reservoirs filled from the Ottawa and Auglaize rivers. The reservoirs have total storage volume of approximately 10 billion gallons with a safe yield of 27.60 million gallons daily (mgd) and capacity of 30.00 mgd. Supply is adequate to meet projected demands beyond the year 2020. Lima’s water rates are among the lowest in the state.
Municipal water systems are located in Bluffton, Delphos, Elida, Spencerville and Beaverdam.

The City of Lima operates an advanced stage wastewater treatment plant that removes solids, organics, phosphorous and ammonia. Third stage treatment capacity is 18.5 mgd with average daily flows of 13.0 mgd. The facility meets all APA NPDES permit requirements. Service rates are based on water consumption, capital charges and the standard minimum charge for all discharge in excess of 300 cu. ft. per month.
Municipal sewer systems are located in Bluffton, Delphos, Elida, Spencerville, Beaverdam, Lafayette and Harrod.
