From major retail announcements to infrastructure improvements, Allen County has proven itself as a dynamic hub for business growth and community development.

Major Business Attractions Reshape the Region
Target Breaks Ground at Lima Mall
One of the year’s most exciting developments was Target’s purchase of the former Macy’s site at the Lima Mall. The retail giant is building a new 128,000-square-foot store at the corner of Elida and North Cable Road, with an expected opening in Summer 2026.
This project was made possible in part by a $1.37 million state grant from the Ohio Department of Development, which funded the demolition of the former Macy’s/Lazarus building and cleared the way for this new anchor tenant. The development promises to boost local retail options, create new jobs, and breathe new life into the mall area.
Amazon Expands Regional Logistics Network
Amazon is building a new delivery station on Jay Begg Parkway in Shawnee Township, strengthening the region’s logistics infrastructure and creating local job opportunities. The project underscores Allen County’s strategic position within Ohio’s distribution network. Amazon has invested over $49 billion in Ohio since 2010, creating 36,500 jobs statewide, and this new facility represents the company’s continued confidence in the region.
Tech Infrastructure Gets a Boost
American Township is moving toward a major tech milestone with the launch of Project BOSC, a new data center planned along North Cole Street between Bluelick and Irvin. This significant investment represents the region’s growing role in digital infrastructure and positions Allen County for future technology-driven economic growth.
Supporting Existing Businesses Through Partnership
While attracting new businesses is exciting, AEDG’s commitment to existing employers remains an important piece of our work. In 2025, our team completed 80 Business Retention and Expansion (BRE) visits to strengthen relationships with local employers, understand their operational needs, and identify opportunities for workforce development, infrastructure improvements, and expansion.
The results speak volumes about business confidence in Allen County:
More than half of the businesses we visited expressed confidence in their business outlook for the coming year. Twenty-eight companies plan to grow their workforce from 2025 to 2026, while 24 expect to maintain current staffing levels. Perhaps most impressively, 18 businesses intend to invest over $1 million in land acquisition, facilities, or equipment, demonstrating their long-term commitment to the Allen County region.
Infrastructure Improvements Enhance Safety and Flow
Lima and Allen County continue to advance the long-term strategy to improve traffic flow and enhance roadway safety through the expanded use of roundabouts. In 2025, new roundabouts were completed at State Route 81 and Thayer Road (a collaborative effort by ODOT District 1, the Allen County Engineer, and the Port Authority of Allen County), as well as near Procter & Gamble’s new warehouse and manufacturing facility.
These projects highlight the region’s ongoing commitment to modernizing infrastructure and reducing congestion, making Allen County more attractive to businesses and residents alike.
Project Milestones Celebrate Local Success
Last year marked a significant period of growth across the region, with several major projects reaching important milestones:
Whiteford Kenworth’s ribbon-cutting in Lima showcased the company’s continued expansion. Novus Foods’ groundbreaking in Delphos set the foundation for its next phase of development. Vanamatic’s grand opening added another highlight to the year.
Across these projects, AEDG provided essential support, helping fuel ongoing business investment and regional economic momentum.
Financial Tools Supporting Business Growth
D’Arcy Loan Fund
The D’Arcy Loan Fund issued one new loan in 2025, with six existing loans still being repaid. Gap-financing funds remain available for eligible applicants seeking support for their business ventures. For project inquiries, businesses can contact info@aedg.org.
JobsOhio Small Business Grants
Three Allen County businesses received grant funding in 2025. Collectively, 19 businesses have received $550,000 in grants since 2020, supporting the creation of 79 jobs across the county. This program continues to provide vital financial support to local businesses, helping them expand operations and strengthen the regional workforce.
Regional Planning and National Recognition
Five-County Comprehensive Economic Development Strategy
AEDG convened community members and regional partners from four surrounding counties to develop a Comprehensive Economic Development Strategy (CEDS) to guide future growth and improve access to federal funding. A SWOT analysis highlighted key issues such as housing availability, population shifts, and living-wage concerns. These findings will inform strategies to attract residents, support employers, and strengthen the workforce. A final report is expected in early 2026.
Site Selection Magazine’s Governor’s Cup
AEDG submitted 16 Allen County development projects for the 2025 Governor’s Cup, highlighting local investment, job growth, and capital expansion on a national stage. This effort boosts the county’s visibility with site selectors and underscores AEDG’s commitment to tracking economic progress. After Lima ranked second among Tier 3 metros in 2024 with 10 projects, the 2025 submissions set the stage for potentially even greater recognition.
Looking Ahead At 2026
As AEDG President and CEO, Cindy Leis reflected in her message, “Economic development doesn’t happen overnight or in isolation. The projects you’ll see highlighted in this report began with a single meeting years ago, a relationship built over coffee, or a local leader who said ‘yes’ when it mattered most.”
The momentum built in 2025 positions Allen County not just to attract opportunity, but to create it for current residents and future generations. With strong partnerships, strategic investments, and a clear vision for growth, the region is poised for continued success in 2026.
