Dear Residents,
We are writing to inform you about the significant infrastructure upgrades and construction work that will soon be underway in American Township to support Project Bosc, a major new data center representing a $500 million private-sector investment in our community.
These essential projects, managed in collaboration with the Port Authority of Allen County, City of Lima, Allen County Sanitary Engineer, Allen Water District, Allen County Engineer and local utility providers, are being paid for entirely by the project developer, not local taxpayers. They are designed to proactively address the area’s current and future needs while minimizing resident disruption.
Overview of Construction Work
Construction will involve significant upgrades to water, wastewater, and road infrastructure around the project site near North Cole Street, Bluelick Road, Diller Road, and Beery Road. The company is funding $14.5 million for the roadway improvements.
Roadway Improvements
To improve traffic flow and accommodate current and future demands, several key roadway upgrades are planned:
- Roundabout Construction: New roundabouts are anticipated at the intersections of North Cole Street with Bluelick Road, Diller Road, and State Route 115.
- Road Widening: Sections of North Cole Street are planned for widening to effectively manage current and future traffic volumes.
We anticipate that construction on the main data center building will not begin until at least 2026, with the first building targeted for completion by 2030. However, site work for these critical infrastructure improvements will commence sooner, as soon as all necessary permits are in place.
Utility Upgrades
The project includes substantial upgrades to local utilities, ensuring our infrastructure can support future growth while maintaining services for current residents:

Water Service: The developer is investing $13.6 million in water infrastructure improvements, including a new pump station and approximately 17,000 feet offorcemain. These significant upgrades will expand Lima’s water treatment capacity and enhance water security for all residents.
- Wastewater: The company has also committed to funding an additional $23.7 million for general wastewater infrastructure improvements.
- Power: All electrical system upgrades to support the project will also be completely paid for by the company.
