About the Port Authority
The Port Authority of Allen County (PAAC) was created pursuant to the provisions of the Ohio Revised Code Chapter 4582 and applicable provisions of the Ohio Constitution. The PAAC was formed in 1982 by the Allen County Commissioners, reorganized in 2013, and is administered by the Allen Economic Development Group. The Authority is established as a political subdivision of the State of Ohio and exercises public and essential government functions.
The purpose of the PAAC is to advance the economic development, commerce, and transportation infrastructure within its jurisdiction by acquiring, constructing, financing, leasing, and operating Port Authority facilities and other projects permitted under Ohio law. The PAAC may promote industry, commerce, distribution, research, and logistics activities; assist public and private development initiatives; and insulate capital investment, job creation, and regional competitiveness through the use of financing tools, property development, and related economic development activities.
The PAAC shall possess all powers granted under the Ohio Revised Code, Chapter 4582, including but not limited to the power to: acquire, construct, maintain, and operate Port Authority facilities issue revenue bonds and other obligations enter into contracts and cooperative agreements acquire, lease, or dispose of property, provide financing, or structured financing for qualified projects accept grants, loans, and other assistance perform other activities authorized by Ohio law to promote economic development.

The Port Authority of Allen County Board of Directors meets at 3:30 p.m. on the fourth Thursday of each month at the office of the Allen Economic Development Group, 144 S. Main Street, Suite 200, Lima, OH.
